The University Grants Commission (UGC) has released new Standard Operating Procedures (SOPs) for the implementation of the National Credit Framework (NCrF) across Higher Education, Vocational Education, Training and Skilling (VETS), and School Education. These SOPs aim to integrate higher education, technical education, and vocational training by removing existing barriers and enabling students to earn, store, accumulate, and redeem credits through the Academic Bank of Credit (ABC). The integration is designed to allow educational institutions to create flexible, need-based curricula that encourage creative combinations of subjects and disciplines.
The SOPs encourage institutions to offer diverse learning trajectories and career options in alignment with the NCrF and National Higher Education Qualification Framework (NHEQF), specifying learning outcomes and competencies associated with NCrF levels and assessment bands.
The guidelines also address the need to establish equivalence between general, higher, and vocational education, supporting diverse academic and career pathways by allowing students to earn credits from various authorized sources. This emphasis is aimed at transforming education and training systems to meet emerging skill requirements for life, work, and sustainable development.
Moreover, Higher Education Institutions (HEIs) are encouraged to integrate vocational and skill-based courses into their undergraduate and postgraduate programs, with the option to develop their own NHEQF or NSQF-aligned courses or adopt those approved on the National Qualification Register (NQR) portal. Additionally, HEIs have the option to offer standalone skill-based courses to learners beyond their regular UG/PG students, with the potential of issuing certificates upon successful assessment and providing Skill India branding.
It's important to note that the vocational courses can be integrated into the curriculum or offered as additional standalone courses. Furthermore, HEIs recognized as Awarding Bodies (AB) by the National Council for Vocational Education and Training (NCVET) can issue NCVET certificates for NSQF courses, provided they adhere to quality and industry standards, with the necessary infrastructure and resources in place.
Bridge Courses and Online Platforms
The delivery of bridge courses can take place through various modes, such as offline, online, or blended formats, utilizing established platforms like SWAYAM. The standard operating procedures (SOPs) also specify protocols for integrating courses from educational technology companies into curricula, subject to regulatory guidelines.
Status of Awarding Bodies
Institutes of National Importance, which include IITs, NITs, and IIMs, have been granted deemed awarding body status, enabling them to offer and confer qualifications nationwide. Other Higher Education Institutions (HEIs) can pursue recognition as awarding bodies through a simplified process.
Transitioning Between Education Levels
In order to assist students transitioning between vocational and general education, expert committees at HEIs will identify gaps and recommend bridge courses to facilitate eligibility and admission.
